Before filling in an application, you should consult with visa specialists of the International Division regarding visa entry, purpose and the need to pay state fees: +7 (3822) 526-945, visa@mail.tsu.ru.

Applications for invitation letters are accepted directly by the visa office in room 327 of the main building, right wing, only from coordinators/faculty supervisors and signed by the dean.

The application includes the following documents:

1. completed and translated (questionnaire): full name and purpose of entry must be in Russian.
2. official memo (official memo )
3. passport scan (!)

The invitation is issued within 30 days.

Invitation letters with the study purpose are issued for a period of no more than 90 days.

Upon arrival, the study visa must be extended (if required).

Invitations for under- and postgraduate studies are issued free of charge, invitations for other purposes (for example, "courses") are issued for the state fee – 800 rubles (Details for payment of the state duty for issuing invitations ).

Foreign citizens of countries with which Russia has special agreements can enter Russia without visa. These countries and conditions of entry are listed in the list of Agreements.

Immediately after arrival, international students should contact the dormitory passport officer for issuing registrations at the place of stay (students must provide originals and copies of their passports, migration cards and boarding passes, or other documents confirming arrival).(The list of passport officers)

• Originals of registration and migration cards
• Original and copies of all used passport pages (pages with visas, stamps and other important info)
• A copy of the agreement on the provision of educational services

Visa is extended on the basis of the agreement on the provision of educational services (in case of fee-based studies). After signing the agreement and receiving it, the student should keep their copy and show it every time when they submit documents for visa extension.

Expulsion of a foreign citizen is a fact of which the University must notify the Ministry of Internal Affairs and the Department of Education of the Tomsk Region Administration within 3 working days. It should be done by visa specialists of the International Division on the basis of documents provided by the Office of Academic Affairs.

Before the expulsion, visa specialists agree on the draft (!) of the Order on Expulsion. If the draft is rejected by visa specialists, it means that the deadlines specified in the draft of the Order were missed.

The task of the coordinator/faculty supervisor is to inform promptly the dean of the faculty about the student's desire to stop studying ("I changed my mind", "I am entering/enrolled at other university", "I can't study", etc.)

Presentation

Currently, there is a visa entry between Russia and a number of other countries.

First of all, it is important for an international student to make sure that  visa is required. To do this, you can contact visa specialists via visa@mail.tsu.ru,or the Consular Department of the Embassy of the Russian Federation in your country. List of Consular departments and Consulates of the Russian Federation

It is important to register at the address of stay upon arrival. To do this, you should contact the dormitory passport officer and submit originals and copies of your passport, migration card, and tickets confirming your arrival (List of passport officers).

Visa can be issued only after paying tuition fees.

In order to decide on the study program, you need to contact the Admissions Office. After selecting the program, passing entrance tests and paying tuition fees, you will be given a visa application form (Application form).

A scan of the passport (not a photo!) should be attached to your completed visa application form.

The completed visa application form and scan of the passport must be sent to an Admissions Office, who will provide you with an electronic invitation to get a visa.

The invitation letter for a visa is issued by the police migration service and sent to the University. The procedure takes up to 30 days.

Based on the provided invitation letter, you apply to the Consular Department of the Embassy of the Russian Federation in your country for a student visa. List of Consular departments and Consulates of the Russian Federation

You will be issued an entry visa valid for 90 days.

Your visa must be renewed upon arrival (see How can I extend my visa).

To get a visa, you need to contact your coordinator/faculty supervisor for issuing an invitation.

The coordinator/faculty supervisor will send you an application form (Details for payment of state fees for issuing invitations ), in which you should write the period of arrival, purpose of entry ("study" "courses") and the city where you can apply for a Russian Federation visa in your country.

Please note that you can get a visa only in the city mentioned in the application form and where the Consulate of the Russian Federation operates.

Your last and first name in the visa application must be written according to your previous visa or your agreement on the provision of educational services.

You should attach a scanned copy (not a photo) of your passport to the completed visa application form and send all documents to your coordinator/faculty supervisor.

Based on the request from the coordinator/faculty supervisor and your documents, visa specialists submit a package of documents for issuing an invitation to the police migration service. After 30 days, when your invitation letter is ready and visa specialists receive it, they will send it to your coordinator/faculty supervisor.

Based on the invitation letter, a study visa will be issued for a period of 90 days. This visa must be extended immediately upon arrival (see How can I extend my visa).

Documents for visa extension are accepted at least 50 days before the expiration date of the existing visa.

Visa extension is possible when: you transfer from course to course, from one level of education to another (from courses to the main educational program, from Bachelor’s program to Master's or PhD), from one institution to another (with the transfer order), or when you continue your study (visa extension for a year).

To extend your visa, you should pay the state fee – 1,600 rubles (Details for payment of state visa extension fee).

To extend your visa, you should personally (!) submit the following documents to TSU main building, room 327:

1. Passport (original + COPY of all used pageswith visas, stamps and other important info)
2. Migration card (original + COPY)
3. Registration (original + COPY)
4. Certificate of Enrollment / Proof of Student Status (You should get it at the Dean’s Office)
5. Agreement on the provision of educational services (COPY) / Official letter (Referral) from the Ministry of Science and Higher Education + Copy of Enrollment order
6. Payment receipt of the state fee (Proof of payment) for a multiple-entry visa. It should be paid by the student (1,600 rubles) at any branch of the bank.
7. Two (2) matte photographs 3x4. If you were photographed for a passport without any accessories, glasses, then in these photos you should be without accessories or glasses as well.

Immediately after your arrival, you must get a registration - a document confirming your actual arrival at a specific address.

Those who plan to stay at the campus, on the day of arrival, should contact the passport officer of the dormitory and submit originals and copies of your passport, migration card and tickets. (List of passport officers)

Registration is free of charge.

If you plan to stay at the apartment, you should contact the owner of the apartment.

The owner of the apartment must register you within 7 working days from the date of your arrival. To do this, the owner should contact the regional Migration Department of the Russian MIA Administration for Tomsk Region, submitting:

• copy of the certificate of ownership (or an extract from the register)
• original of your passport
• copy of all used passport pages with visas, stamps and other important info
• copy of the migration card

Failure to comply with the deadline for issuing registration will result in a fine and is an offense. 2 offenses within 3 years is the basis for refusing to issue an invitation letter, extending your visa and leads to the closure of entry.

Within 3 working days, it is necessary to inform members of the International Student Services Center (Parus dormitory, room 15), passport officer of the dormitory and your coordinator/faculty supervisor about your departure.

After returning, you must re-register at the place of stay.

International students from CIS countries (visa-free entry) must register at the place of stay upon arrival.

Those who plan to stay at the dormitory, on the day of arrival, should contact the passport officer of the dormitory and submit originals and copies of your passport and migration card List of passport officers

For registration extension students, who stay at apartments, should go to the International Division (TSU main building, room 327) to get a registration renewal application.

To get a registration renewal application, you should submit:

1. Certificate of Enrollment / Proof of Student Status (You should get it at the Dean’s Office)
2. Passport
3. Migration card (The registration renewal application can be issued only if there is a migration card for the purpose of "study")

To receive an application, international students should provide information (detailed address) about the place at which they stay (plan to stay).

International students who graduated from the university can apply for a temporary residence permit. The basis for submission of documents is a diploma of graduation from the university.

Visa specialists can consult you on how to get a temporary residence permit on the basis of your graduation diploma.
