1. INVITATION LETTER for RUSSIAN VISA

ATTENTION: Please, do not buy tickets to Russia before you get an invitation letter from the University.

 

You must submit the following documents to the International Division of TSU to complete an invitation letter for an international applicant.

1. Official note (служебная записка) to the Vice-Rector for International Affairs to be signed by a dean or another head of a Division (see Appendix 1);

2. Copy of the first page of passport of an international applicant with high resolution. (For study or work visa, the passport must be valid through not less than 18 months after the date of entry to the territory of the RF).

 

Invitation letter for an international applicant can be completed in electronic form by the Migration Office of the Administration of the Ministry of Internal Affairs of Russia (Управление по вопросам миграции УМВД России), or by an application form of TSU.

According to the Russian legislation, state fee of 800 rubles is payed for completing an invitation letter by the Migration Office of the Administration of the Ministry of Internal Affairs of Russia (except for study visa).

International Division of TSU completes an invitation letter during 1.5 months from the date of registration of the official note.

Head of a Division inviting an international visitor must register the international visitor at a place of stay upon arrival of the international visitor.

 

For citizens of the European Union (except for the Great Britain and Ireland) and India, Japan, the USA agreed with the Russian Federation on simplification the visa issuing, an International Division specialist completes an invitation letter by an application form of TSU approved by the Vice-Rector for International Affairs and a seal of TSU for the period of not more than 90 days without further extension.

Invitation letters completed by an application form of TSU are prepared within 5 business days after submitting documents to the International Division of TSU. State fee is not paid for the invitation letters completed by an application form of TSU.

International applicants and stateless applicants may enter the RF and stay at the University for the following reasons:

- purpose of entry: STUDY, POST-GRADUATE STUDY (for applicants arriving at NR TSU to study at degree programs: Bachelor’s, Specialist’s, Master’s, and Post-graduate programs);

- purpose of entry: COURSES (for applicants arriving at NR TSU to study at non-degree programs. For example, Russian Language Course);

- purpose of entry: SCIENTIFIC RELATIONS, CULTURAL RELATIONS, ACCOMPANYING FAMILY MEMBER, GUEST (for applicants arriving at NR TSU to participate in international forums, scientific conferences, workshops, exhibitions, retraining courses, and others);

- purpose of entry: LECTURER, EMPLOYMENT (for international applicants working at the University: teaching, participation in research, and others)

Applicants are not allowed to stay at the University for the unstated reasons.

Documents for completion of an invitation letter must be sent to: visa@mail.tsu.ru or brought to: TSU, Building 1, office 327 (3rd floor, the right wing).

Attention: international applicants under 18 years old must enter the Russian Federation accompanied by an adult family member.

 

Entry visa to the Russian Federation is obtained in the consular office or in the Embassy of the Russian Federation in the city stated in the invitation letter.

 

Citizens of the CIS countries, except for Georgia and Turkmenistan, are entitled to the visa-free entry to the Russian Federation.

ATTENTION! Entry visa does not guarantee automatic admission to the territory of the Russian Federation. The final decision on passing the border is taken by border services, relying on the appropriate regulations and the results of passport control directly at the border.

 

 

2. VISA

International applicants entering Russia for the first time are given the single entry visa for the duration of which an international applicant must stay in Russia. International applicants must contact the International Division of TSU to apply for the multiple entry visa 6 weeks prior to the date of expiry of the current visa.

 

To apply for the multiple entry visa, international applicants must have the following documents:

1. national passport with a visa;

2. migration card;

3. certificate from the place of study;

4. contract on payment for educational services or a referral by the Ministry of Education and Science of the Russian Federation;

5. receipt on payment of the state duty for the multiple entry visa. Applicants cover all costs (1,600 RUB);

6. Two matte photos 3х4. If your passport photo does not contain any accessories or glasses, these photos should not contain them either.

 

ATTENTION!

 If you apply for the multiple entry visa and extend your period of stay, you should not change   the place of stay or travel outside Tomsk or Russia during the last month of the   validity of your visa. It is considered as a violation of the migration law which can lead to an   administrative fine.

 

ATTENTION!

 Your passport must be presented in proper condition.

 If you do not extend the visa on time or do not leave the territory of the Russian Federation   within the validity of the visa, you are recognized as illegal citizens in the Russian Federation   according to article 25.10 of the Federal law No. 114-ФЗ of 15.08.1996 “On the procedure for   leaving the Russian Federation and entry to the Russian Federation”.

 Your passport must contain at least 1 blank sheet intended for a visa.

 

 

 

ATTENTION!

        According to the current law of the Russian Federation, international applicants must leave the Russian Federation within the term specified by the valid visa (visa entry) or registration (non-entry visa) at the place of residence. If international applicants do not timely extend the period of stay on the territory of the Russian Federation, is considered as the illegally staying on the territory of the Russian Federation and take personal responsibility in accordance with the Code of the Russian Federation on Administrative Offenses.

 

Attention: If you have not either extended the period of your stay on time or applied for the new multiple entry visa and left the Russian Federation, you can arrive in Russia only by the new single entry visa issued on the basis of the new invitation letter.

 

 International applicants who take pre-university courses, have a visa with the purpose of   entry “Courses”, and planning to apply for the main programs at Russian universities must go to   their country after completion of the courses and apply for the new single entry visa with the   purpose of entry “Study” to enter the RF after receipt of the invitation letter of the receiving   university.

 This visa may be extended throughout the whole period of study at the main program, it is not   required to leave Russia. Visa extension procedure is stated at the beginning of this section.

 International applicants who take pre-university courses and have a referral by the Ministry   of Education of the Russian Federation first obtain a visa with the purpose of entry   “Study”  what does not require for applicants to leave the Russian Federation if the apply for the   main programs after completion of the pre-university courses. These applicants may extend the   valid visa if they plan to stay in Russia for the period applied for. These visas may be extended   after the orders of enrollment to the main programs are issued (approx. the end of July).

 

International applicants who travel to the city other than Tomsk must notify on it the passport officer of the dormitory and the International Division 3 days prior to departure.

 

After graduation or when applicants are expelled (due to academic failure, violations of terms and conditions of the Contract, and others), international applicants must leave the Russian Federation within 3 days from the date of expel from TSU.

 

International applicants studying at TSU must timely inform on any changes: phone number, residence address, transfer to another faculty, transfer to another form of study or to another institution, expel, being given the Russian citizenship, and others.

 

 

3. REGISTRATION at the place of residence

International applicants who entered Russia to visit Tomsk State University must be registered within 7 business days at the Migration Office of the Administration of the Ministry of Internal Affairs of Russia (Управление по вопросам миграции УМВД России по Томской области).

For migration registration (hereinafter referred to as registration) the following documents must be submitted:

1. National passport with a visa;

2. Migration card (see the figure);                                                             

3. Copy of the ticket to Tomsk (to confirm the date of arrival in Tomsk).

 

You must keep the registration coupon for the entire permitted period of stay in the Russian Federation in your passport along with the migration card.                                                   

! If you lost your documents you must inform TSU International Division.  

 

 ATTENTION!

 In case you:

 - cross the national border of Russia;

 - register in a hotel or in a apartment in a city other Tomsk;

 - move to another dormitory of TSU or to an apartment;

 - receive a new passport;

 You must consult the passport officer of the dormitory or TSU International Division inform  about any of the listed cases within 1 business day to make a new registration.

 

If an international applicant stays at the city other than Tomsk over 7 business days he/she must consult the receiving party of the city (to a Russian citizen granting an apartment or to administration of the receiving party) for migration registration through the Migration Office of the Administration of the Ministry of Internal Affairs of Russia.

 

Registering at a hotel/hostel/apartment in the city of residence, international applicants must request the detachable section of the notification form on arrival of an international citizen (see Fig. 2) at the reception or the owner of the apartment. The section must be given to the passport officer while being registered at the dormitory upon arrival in Tomsk.

According to the Code of Administrative Offenses of the Russian Federation (Article 18.8), late appeal of an international applicant for migration registration is an administrative offense and leads to liability. For violation of Russian legislation, administrative measures (Article 18.8.1), such as imposing of an administrative fine and/or expulsion from the Russian Federation, may be applied to international applicants who lately appeal for migration registration by the Administration of the Ministry of Internal Affairs of Russia in compliance with the Code of Administrative Offenses of the Russian Federation.

 

Upon completion of a program or expel, an international citizen must leave the country within 3 days after the date of expel. International Division of NR TSU applies a notification form to the Migration Office. Furthermore, terms of stay of an international citizen in the Russian Federation are reduced, so the validity of visa reduces as well. Multiple entries under this visa are impossible.

 

According to the Code of Administrative Offenses of the Russian Federation (Article 18.8), late appeal of an international applicant for migration registration is an administrative offense and leads to liability.
